Whoever commits one of the following acts shall be imposed a fine of not less than 200 yuan but no more than 2,000 yuan by the traffic administrative department of the public security bureau:

1) Driving a motor vehicle without obtaining a motor vehicle driving license, with the motor vehicle driving license being revoked or with motor vehicle driving license being temporarily withheld;

2) Handing over a motor vehicle to a person who has not obtained a motor vehicle driving license or whose motor vehicle driving license has been revoked or temporarily withheld;

3) Escaping after causing a traffic accident which does not constitute a crime;

4) Exceeding the prescribed speed by 50%;

5) Forcing a motor vehicle driver to drive a motor vehicle in violation of the road traffic safety laws and regulations and the requirements for safe driving of motor vehicles, causing a traffic accident yet not constituting a crime;

6) Violating the provisions of traffic control and forcing their way through without listening to dissuasion;

7) Deliberately damaging, moving or altering traffic facilities, causing harmful consequences, but not constituting a crime;

Illegally intercepting or detaining motor vehicles in disregard of dissuasion, thus causing serious traffic jams or heavy property losses.

If the actor is under any of the circumstances specified in items 2 and 4 of the preceding paragraphs, his motor vehicle driving license may also be revoked. Under any of the circumstances mentioned in item 1, item 3, item 5 to item 8, the offender may also be detained for a period of not more than 15 days.

Whoever, in accordance with the provisions of article 133 of The Criminal Law of the People's Republic of China, violates the laws and regulations on the administration of transportation, thereby causing a serious accident, causing serious injury or death to a person or causing heavy losses to public or private property, shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention. Whoever, after causing an accident in traffic and transportation, escapes from the scene or if there are other especially flagrant circumstances, shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years. If the offender escapes and causes death, the offender shall be sentenced to fixed-term imprisonment of not less than seven years.

If a student is punished by the law enforcement agency according to relevant laws and regulations for driving a motorcycle without a license or driving a vehicle without a license plate, the University will punish the student according to the University rules and regulations.
